I dont know how difficulty this idea would be to make it happen but the idea is that server would have a dock with workers employed and taking care of the cranes and cargo from the ships. (Like trevor mission in the docks) This would also help improve the truckers job and all other transport jobs in the city. Along with that idea you could open a quarry which already exist and implement it the same way as the mine works,, and all the cargo could go thru the dock and be processed there.
