Cuff whilst tazed bug

Does this issue appear again after a full game restart?: Yes.

How many times did this issue appear for you?: 95% of the time.

Issue/bug you are reporting:  When you taze someone, you should be able to Shift + E to cuff (Triggering the minigame) - It doesn't work whilst they are on the floor. Sometimes it doesn't even work, even once they've stood up.

Expected behavior:  You should taze someone and be able to cuff them using Shift + E whilst they're on the floor.

Evidence (MUST provide either UNEDITED photo or video) , notes worth mentioning, steps to replicate: (Hidden as contains staff chat)

I am going to play devil's advocate and disagree with this for the following reason:

Tasers are currently 15 seconds if i'm not mistaken? that's plenty of time to put someone under FRP by swapping to a lethal weapon, just get backup. Going in and touching someone that is actively being tased, with an ongoing electrical current, is a risky move. So if we're going to allow people to be cuffed. I think we should at least build in a % chance of the LEO getting a secondary shock. Otherwise it's super unrealistic and in my opinion would just turn tasers into a guaranteed arrest tool?

What's next, we're going to argue that the minigame shouldn't even pop up, because how can they resist a cuff when their muscles are contracting? 

In my opinion, the 95% it doesnt work is not the bug, but the bug is the 5% you CAN do it.
Not touching people having a high-voltage current shot through them sounds like pretty realistic roleplay to me.

But maybe I'm just missing something entirely.

Hey! This isn't a discussion about tazer effects, it's a bug report, advising the current system isn't working as intended.

You're more than welcome to post a discussion in the discussion section however!
