If we go with your purposed solution then everyone that is in the TAC/JOINT-TAC will be unaware of the other ongoing situations. If there isn't significant metagaming (and there are 1000s of hours of streamed content that prove the fact that metagaming isn't an issue) then what is the purpose of changing the system.
