A player needs to gather that information while they are In-Character (IC) by talking to people around and/or through different means. It makes it even more fun when you develop your character ICly! 1

Who the hell mentioned active gangs? Are you guys even reading? I'm talking about a SYSTEM, like how the SYSTEM works itself.
