Preferably which parking lot specifically. Evidence, notes worth mentioning, steps to replicate: Put your vehicle in the parking lot at Paleto, then use /vehiclestats. Allegedly a citizen had their car chopped and it was sent to Mors, but it ended up in the Paleto parking lot. However they didn't have to pay to get it out. It's possible there is some mix up when it comes to Mors and Paleto parking as well? Or, the many times it's chopped they just forgot they parked it this time. Either way, bug confirmed.
