Maybe make there be like 1/2 islands that work as a boat chopping facility. This way, you won’t have people non-rp’ing jet skis up right and left lake p.s. You also wouldn't want to abandon players in water. If you want to pirate, you would steal their items, maybe disable/steal their motor and leave them adrift, making them row (limits speed to 20?), but not drop them in the water without a boat entirely.
