What if they were NCZ's so people can interact and have the time to look over what's on offer? Players trying to sell their cars can even interact there with potential buyers, etc. There are plenty of opportunities for thieves to rob people on the roads still, so its not missed opportunities by doing this. If not both, why not consider the low end at least since this is usually occupied with newer members trying to find their first deals? I think if we can have more social, safe places for clean civilians to hang out and be around criminals, etc, then there's the chance some gangs might get to know these people having done deals with them with their vehicles to potentially build side relationships that will help throughout the game. There's a lot of posts on here about there not being enough reason to be a clean citizen and that its just easier to go down the criminal road with your characters providing you don't get caught often. I can not give you the reason why, but there has been enough threads about it, and it would be a rather easy change (they did it for the new MD). So they are clearly not for the idea at this moment in time. I, of course, am not discouraging you from suggesting and discussing it, I am just simply informing you the idea is out there, and has not been successful so far. And while we're on the topic...
