Let us skip the DMV video on alt characters

Hey gamers,

 

Anybody who has made a character has had to sit through the DMV video type thing. While I do think it’s a good thing to give new players an idea of the IC speed limits and such, it’s a mandatory thing to sit through for any new character you make. 
 

My suggestion is to make it so that once you’ve watched it for the first time on your account, you can choose to skip it or watch it again for alternative characters.
