_Kyu_ Posted November 20, 2022 Report Posted November 20, 2022 I am fully aware almost no-one will be with me on this suggestion, how-ever I feel that the three changes above would solve 99% of the problems with the current issues and complaints from both sides regarding pursuits and "fairness". The downside is it would introduce a massive economic change which I know most of the server would be against and hate. But the over-all impact would be beneficial. Vehicle Repair Cost Reflected By Vehicle Value Firstly, I would like to suggest a fix to the current primary issue revolving around pursuits. 1) Criminals using supers and or very valuable performance vehicles to commit petty crimes or even just to evade for fun. 2) The majority of LEO's using Scout which outperforms the majority of vehicles in the city, forcing the criminals to limit themself to the high-performance valuable vehicles mentioned in 1) A suggestion to combat this, would be to have repair costs at least somewhat reflected by the value of the vehicle being repaired, it logically does not make sense that a $1,000,000 car which is damaged to 200 costs $1,000 to fix. And then a $10,000 Warrener that is damaged to 800 also costs $1,000. I feel like the repair cost should be reflected by A) The import value of the vehicle and B) The condition that the vehicle is currently at. As an example. If the repair cost was 10% if the import value but also based on the vehicle's health condition. A $1,000,000 vehicle damaged to 500 (50% health) would cost $50,000 to repair, if it was totalled to 0 it would cost $100,000. But a $10,000 vehicle damaged to 500 (50%) health would cost $500 to repair, if it was totalled to 0 it would cost $1,000 This would be a massive change to the current economy of the server and is the part of my suggestion that I feel 99% of the server will be against and hate. However, it would force players to use scrap-yard cars, stolen cars and cheaper vehicles when committing petty crime. It would also give additional encouragement for people to drive more realistically when driving expensive vehicles. The massive downside, beside the impact it will have on everyone's pocket. Is the grief side of it. Of what happens if someone with a Warrener intentionally crashes into a 10F. This is where I will introduce the next part to this suggestion. Of introducing some sort of insurance faction which would have to be player ran due to the complications that would come from automating it. Players would be expected to take insurance and providing the 10F owner has RP bodycam/dashcam proof of the collision. An investigation could take place and the Warrener owner would be made responsible for all damages if they we're responsible. ANPR (Automatic Number Plate Reader) Another thing which absolutely needs to be addressed is the current BOLO system, the BOLO currently is basically a glorified notepad, requiring LEO's to manually read and remember the current BOLO'ed vehicles and plates which is both un-realistic and impractical. In real life vehicles and speed cameras are fitted with ANRP's which automatically read and flag vehicle plates when passing Speed Cameras and/or cruisers, this ANPR could be used to flag vehicles belonging to A) Suspended drivers B) Drivers with an active warrant C) Plates which have been BOLO'ed This would of course appear to be very LEO favoured, however. If it was implemented, LEO's would be able to drive their pursuits in a much more realistic manor, as if they retrieve the plate of the evading vehicle. They can simply BOLO that plate and the vehicle will be flagged to units when passing any ANPR. This would allow LEO's to operate in a way much closer to real life, organising sting operations and raids instead of always resorting to a pursuit. Changes to vehicles LEO's use If either or of the above suggestions were to be implemented, even if just the ANPR for LEO's. LEO's would no longer need to rely on Scouts most of the time. LEO's would be able to use Crown Vics and there wouldn't be so much pressure and focus on "Winning" pursuits. As currently there is a massive win mentality around pursuits because we all know if the criminal is successful in evading, then currently it ends there. And if they are able to change vehicle after evading there is nothing LEO's can do. If there was an ANPR system added, LEO's would have the added reassurance of knowing the vehicle is on the ANPR system and WILL be flagged at a later date if it's seen. Where the driver/owner can then be interviewed, and statements can be taken at the station as would happen in real life. And if the extreme economic change was made, then there would be much more variety in the vehicles used by criminals, also allowing LEO's to not rely on the Scout 99% of the time and making for more fun and realistic chases. TLDR; Who is the suggestion for? - These changes would primarily be to benefit the RP between Criminals and LEO's and being balance and fun and engaging RP between the two as opposed to the current "Win" mentality. However, it would have a big economic impact on the entire city, which I already know many people would be against. But it WOULD be better in my honest opinion. Why is the suggestion being made? - If the above changes are made, interactions between criminals and LEO's would be much more engaging and in depth, with genuine fun RP to come from it. As a side note. It would force players to drive in a much more realistic way and treat their precious vehicles as they would in real life. What are the pros and/or cons of the suggestion? - Cons; It would have a massive and dramatic economic impact on the server, To be properly implemented would probably require an economic over hall. - Pros; It would force players to drive more realistically, it would make pursuits much more realistic and achievable, it would bring more fun and engaging RP operations, it would serve as an additional way to cull the currently dying economy. How should the suggestion be implemented? - Honestly, it is probably highly un-realistic due to the dramatic economic change that would be required to pull it off. It would honestly probably require a complete over hall of the current economy and at the absolute extreme an ECRP 2.0 with a re-done economy (But this is at the very extreme and I doubt that idea would get any traction) 1
Ritchie Stones Posted November 20, 2022 Report Posted November 20, 2022 I actualy love your take on the the cars, i think it should be more expensive but max 20k for a 1 000 000 car, nobody wants to pay 100 000 for a engine repair, however it would stimulate that those 1 000 000 car owners, such as me, would use those care more mindfull and non crime rp. i would probly only take out that car for a meeting cruz in town. Etc. i dont think this is enough to stimulate gangs to use older cars, or patriots for example, something i would really like to see more alternative actual “ in theme” cars, i am scared that, it will reduce crim even further, and we are already a “lazy” crim server, srry no srry, if we cant have 50 tables in a safe private propperty lab, with closed doors, we dont want to do crim lol no hate tho, Appart from this. I really feel where eclipse want to take this, and i really like it, but the major player base is lazy towards actual rp, i think many more “expensive” changes, might push the server of the edge, i have personaly seen such event happen on a private server with around 5 to 7000 active people, in a world of warcraft server, in one week it was empty, for what was not that actualy big of a mistake, i feel eclipse is getting closer to that point despite their actual good intentions, so i hope they make it trough 1
Shining0103 Posted November 20, 2022 Report Posted November 20, 2022 The server is already massively grind-oriented, especially the criminal side of it that already has to deal with massive fines attached to charges and impound fees, on top of the costs for weapons, materials and assets needed to be "in a good spot" economically. The BOLO system works fine as it is, no one is gonna die over spending 3 extra seconds of their life scanning over the basic info. If you can't remember, just open it again. The whole MDC would need a rework to avoid the whole back and forth between in-game and gov but that's another topic. There's no need to add even more features that would drive civs and crims in an even deeper sinkhole. -1. 4
ArcAngel Posted November 21, 2022 Report Posted November 21, 2022 Your ideas are really well thought out, the only suggestion I'd like to comment on is the ANPR system. It's a great concept, however, there must be a system in place for criminal players if this were to be added, and this should be added BEFORE the ANPR system, such as false plates that can be manufactured and purchased (Potentially by the DOC inmates). I feel it's unfair to add advantages to LEO's who are already benefited by resources criminals do not have access to. In regards to scouts being used, from experience, they are used because they are the best performance car with handling and off-road capabilities, they have an awful top speed however, i don't believe adding an ANPR system would change this.
Requiem Posted November 28, 2022 Report Posted November 28, 2022 I like the ideas a lot but the monetary impact on crims would make things worse in many regards. We also have an issue in the current economy where there are some players who have millions in the bank and would continue to use expensive vehicles for petty crime regardless, and others with no money in the bank that this would negatively impact too severely. I agree that it would be great if there was something in place for LEOs to not have to feel pressured to win the pursuit as you say, but currently, if someone successfully evades, there are no real investigation capabilities in place to prove who actually evaded, so they just get away for free. I would love to have pursuits that were more realistic where it was a viable option for LEOs to drop the pursuit for safety reasons with a viable investigation option after, or for everyone to driver more realistically. On a side note, while the scout is flexible due to its handling and on-road/off-road driving capability, its speed is booty. Any meta crim vehicle easily out paces it and it quickly becomes worthless in most pursuits.
