Everything like talking is delayed significantly (40s+ even at times)

What's your computer specs? Including drives?

I5 7300HQ (3.5 Boost), GTX 1050 4GB, SSD (ragemp) + HDD (gta). Computer usage isn't even at 80% (will share usage later). Fps is a constant 60fps and have ran many mods on gta before and it's been perfectly fine so doubt it's computer specs.

I have only recently started playing with rage and only on here but base game works perfectly

I would, out of my head try and install RageMP on the same drive as GTA.

Having rage on the hdd has made no difference and problem is still occurring

If you have room in your SSD, then you should transfer GTA there, having RAGE on the SSD won't improve performance, because the game has to retrieve GTA resources from the HDD anyway.
