Why is refueling during a pursuit considered Nrp?

Seems like if you have enough time to get out of the car and refuel it should be allowed?  and does that include jerry cans or just gas stations?

Its due to the fact that long ago you used to be able to refuel while sitting in the car still. I do think it can be removed.
