I don't believe it is the server's intention to perfectly balance criminal and LEO resources or access, nor should it be. It should be to balance roleplay so that it is as fair and immersive for all players. You should fear LEOs, there should be a risk to doing crime. They will be able to communicate better, have more backup and resources, etc.
