They can pretty much already do all of this fairly easily besides attaching a bank account to it but then this can lead to fun ways of tracking payments to employees. There were talks over a year ago about joint credit cards for businesses and companies which would go great for things like this if ever added.

I feel /b as a command is fine at it is. If people use excessive /b or they're toxic in it then you can simply save your footage and report them. /b isn't needed the majority of the time, it makes no impact to RP. There are very little reasons you should use /b over just /pming the person individually.

This is a known issue at the moment. I believe it is being worked on to allow the purchase of credits again.

2, 3 and 4 should just be possible by just RPing. If you do the RP and have the screenshots to back it up with timestamps then I see absolutely no issue to do this. Most of the time on my crim, I immediately throw away my license and save the RP screenshot of it. Just remember to redo the RP if you die or it has been 2 IRL days.

Yes. DM rules apply still inside of prison. The exception being prison break where you don't need DM rights.

+1 With the addition of like a thousand new furniture items the last few months then being able to quickly search for specific items would be fantastic.

The chair itself is very solid. I spent quite a while trying to find it's sweet spot but it doesn't seem to have one. During the testing I also discovered that glass doesn't seem to be interactable with ctrl x either, trying to interact with it just select the object behind it.

SADOC is structured very differently but this has been discussed before. SADOC doesn't need to send people around on calls and the such but dispatch would merely send people to different areas of the prison when assistance was needed. The concern that we had was making it someone's job to sit in an office tracking people when they themselves could be assisting with cellblock situations and processing. It would be neato to have a more structured system such as dispatch in PD/SD/MD but my concerns would be needing to have someone always online doing dispatch stuff that would just be sitting in an office for their entire shift. I think for most this wouldn't feel like playing the game.
