  1. Honestly, Every prison sentence should be what it is in real life, but with years converted to hours. GTA would be something like 1 hour Whereas murder would be something like 25 hours HOWEVER This shouldn't be a thing until the judicial system is launched, and that's being worked on.

    Crime Crime is something that haunts this server, and it really makes it either very enjoyable, or very shit. In my personal experience with crime and criminals, there are a few nice, and a lot of dicks. I've been robbed more times then I can count and it's so unrealistic it hurts. There are a few systems that can be put into place that will completely change the economy of the server, change the dynamic, and change the whole RP experience for everyone. 1: Gangs Gangs - they basically control the city at this point, and they can do so because primarily it's a game and with that there are no real world restrictions on how they operate ect. To counter this; Gangs should be an applied for feature, you need to have at least 4 members and apply - in this application to you need to exhibit multiple desirables such as an intent to provide good RP, a lore, future goals and a full set of rules. There should be a set of rules specifically for these gangs, here's an example of a few; To create a gang, you must be able manage your gang properly. Anything that happens in your gang ultimately comes down to you as the leader. If the entirety of a gang is inactive for a month; a verbal warning will be issued. After which, you have ten days to resume activity before the gang is disbanded. You must choose what you want your gang to be, a mafia cannot operate like a street gang, visa versa. Gang wars should also be more regulated, there initially needs to be a good RP reason, and that RP reason needs evidence that will be shown to faction management. During the war, if you are killed you are PK'ed from it and unable to continue fighting it. There are two ways to end a war; Through finding peace, or when one gang completely wipes out the other, if the latter occurs, that gang will be disbanded and a "cadet" or a sub-version of that faction is free to start again. Gangs need to exhibit a higher level of RP than civilians, and that will be determined by faction management. That's all I can really think of for gangs, however I'm sure there is way more. 2: Drugs and Guns. This has probably been suggested, and probably disliked - however this is now at a point where it's needed, mostly for guns. Weapons and Drugs should be imported - not only to a gang or to a specific person, but someone who exhibits consistent good RP as a criminal, and applies with that in hand. Gangs can also have drugs and guns imported, however they can only choose either drugs, or guns, or they can have a gang chopshop, where they receive 10% of all vehicles chopped there. Drugs - Idea 1: The way it would work is; Weed is growable, and you can do weed like you can now, however every other drug is impossible to make, it has to be imported by a gang or supplier. These specific gangs and suppliers cannot sell drugs at the drop off point, they have to sell it to players who can do so. They receive these drugs for free and in return are expected to RP very well. Idea 2: The way it would work is; every drug has an addiction factor, however also have a lot of boosts, drugs are no longer sellable to a drop off point and are all circulated between players. This significantly slows down the drug trade and the economy therefore deflates. Weed: Very low addiction rate (takes a lot of get addicted) - Heals the player completely after consumption. Cocaine: High addiction rate - adds "armour" to the player, making them stronger Meth: Very high addiction rate - the player runs faster, and has added "armour". Heroin: Extremely high addiction rate (addicted from first hit) - the player runs faster, is completely healed, and has full "armour" LSD: Low addiction rate - intense visual changes, makes character stumble, heals health. There are probably more that I'm not mentioning. You should also remember that yes, this will completely change the drug system and make it harder to make money - this is because this is about crime control, and if people don't know how to make money other then grinding the current drug system, then maybe they're better off playing Farming Simulator 2019. Weapons - Weapons are imported by gangs or players in shipments, there is limited stock of weapons and they are only importable once a week. (remember this is per gang/supplier so there is more than these numbers in circulation per week). Pistols (all caliber): 2000x bullets, 20x pistols SMG (all caliber): 3000x bullets, 20x SMGs Shotguns (all caliber): 1000x shells, 15x shotguns Assault rifles (all caliber): 2000x bullets, 10x assault rifles. 3: WANTED! If you are a wanted felon and have not turned yourself in for two days, the police/detectives can freeze your assets, meaning that you have to work with cash, taking loans from your friends ect. This makes it much more realistic and harder for the criminal. 4: Prison Time. Thanks for reading, if you agree with the suggestion LIKE it, or leave a +1, if you don't, then suggest things that you would change; it's undebatable that the crime needs to change.
  4. +1 Would be cool if there was an addiction system to surround it, and with that players can harvest tobacco and either brand there own companies, or sell it to a manufacturer. i.e Player goes to tobacco farm > harvests tobacco Player crafts cigarette Player faces choice > craft (20 / 10) cigarettes into packet, sell it to stores, or sell cigarettes to manufacturer (redwood) Would also be cool if there was the option to roll tobacco as well.
  5. I am happily +1'ing the suggestion, however not because it's a crime deterrent, because it's a consequence. Right now, the only way to cure the issue with crime is through the rules, through restrictions to what gangs can and can't do.
  6. House Interiors. House interiors are essential to the RP provided from actually buying a house, if you spend 2 million on a house in the hills, the interior should replicate that - or if you spend $200,000 on an apartment in the city, it should also replicate that. My suggestion is; Allowing people to chose the preset house interior or choosing an empty interior of-which they can personally furnish. This would be done by a command (/sethouseinterior [value] index: 0 - Stock Interior, 1 - Empty Interior) Not only does this provide another if not a few more civilian job opportunities; Interior Designer, Construction worker, ect. it also allows for more creativity and character uniqueness, for example a clown would have a really brightly coloured "wacky" interior, and a businessman might have a darker, penthouse styled house. One of the biggest arguments for this would be; what if someone buys a cheap 1G house and makes a really nice interior out of it, the answer to this would be, if they have the money for the furniture to completely furnish it in the way that they want, then let them go for it. Home renovations happen very often IRL and I personally know people who have renovated their estate homes (estate being an estate block, not a manor). This also allows people to actually own huge ass homes - if they spend $10,000,000 on a mega-mansion, the interior should also be as nice as the exterior and possibly host multiple recreation rooms like a gym, studio, ect. GTA V has supplied us with endless assets, not using them is a waste of creativity and potential. Here are some GTA V interiors: Maybe I'm crazy, but I think this would be amazing.

The origins of the Beneventi Crime Family can be traced back to 1909 where Salvatore D'Calabrio emigrated from Calabria, Italy to Liberty City, US. He started a gang called the D'Calabrio Gang, and operated well - Salvatore became known by the police in 1910 after being arrested for running a confidence scam. The main influx of organized crime began in 1920 with the induction of prohibition, this created the opportunity for an extremely lucrative illegal racket for the gangs of Liberty City. During this time frame Salvatore's biggest rival, Jimmy "Scar" Soprano rose to amass power and influence over the D'Calabrio gang. In 1927 Jimmy's gunmen assassinated Salvatore outside of his warehouse in Alderney state. D'Calabrio's right hand man, Alfredo Ferringo took over the gang, and brought it to be the most powerful and influential gang in Liberty City. In 1947 Italian-American organized crime was at an all time high, and Liberty City was the main hub for this, by this time a capo in the D'Calabrio gang, Paul Beneventi slowly started to gain more popularity over the media, he was seen as a legend amongst men. The families that made up the commission, and those who had a say within the gang started to gain a resentment for Alfredo, he was the boss - but he was also lazy, he was 84 at the time, and all of his decisions where made from personal interest, in 1948 Paul Beneventi assasinated Alfredo and was voted Acting Boss of the gang, changing it to meet modern standards, the name of the gang was changed to the Beneventi Crime Family. After a long reign - Paul was seen as the Capo dei tuti di capo. This was not the case, however due to the secrecy of La Cosa Nostra, the outside world only had a basic idea on how the interiors worked. Paul was arrested for a minimum sentence of 6x life, and he later died of prostate cancer in prison - his youngest son, Christopher Beneventi rose to be the boss of the family. The family reigned in Liberty City until 1982 when the Los Santos Crime Family ceased, and the potential to create a lucrative, prosperous and powerful reign was too big to miss in Los Santos. Christopher moved to Los Santos with the family, where he reigned until 2003 where he met Dexter Santenelli, he became close friends with Dexter, and in 2005 made him the Underboss of the family. At the time Anthony Beneventi was only 6 years old. On the 29th of March 2019, Christopher Beneventi was shot outside of his Rockford Hills mansion by a rivaling gang from Liberty City who had placed a bet on him back in 1994. Dexter became the boss along with now 32 year old, Anthony Beneventi - the future only holds great things for the family. The Boss. The boss is the head figure of the family, he makes the calls, and he is the most respected. All family relations and ties falls down to him with consultation from the Consigliere and the Underboss. The current boss of the family is Anthony Beneventi The Consigliere. The Advisor, he observes the current climate of the family and the city, and advises the boss on these actions. The Consigliere and The Boss tend to be the two closest people within the family as they work on the upper-management of the family, and rarely bother themselves with the lower ranks. The Under-Boss. The Underboss is the boss's right-hand man, he deals with the capo's and the middle management of the family, what he says goes. He is perceived as the boss of the family to all those below Capo. Capo Regime. The Capo Regime is the boss of a regime or a crew - these crews lead and act on different rackets around the city, consisting of; extortion, prostitution, gambling, drug and weapon trafficking, ect. Soldier / Mademan. A mademan is the first and lowest rank in the family, they have earned their buttons and they are respected for it. They are untouchable unless by order from the boss himself. These men work with the Capo's to bring in and educate associates and ensure they are worthy to one day gain their buttons. Associate. An associate is not a member of the family, they associate with us and they are working to one day gain their stripes, until that day, they are the bottom of the barrel and obey orders from everyone above mademan, if they are seen or reported to of done as little as disrespect a mademan+ they will face severe punishment. 1. Do not mention these words; Family, Mafia, Mob, Crew, Crime. We are incognito, we serve the code of silence. 2. The code of silence (Omerta) is above all, if your own father is facing the death penalty, you will be killed if you so little as mention one named member. 3. To everyone but those who deserve to know (inducted family members), we are not a family, we are not an organization. We are simply a waste management firm. 4. Do not wear masks, do not ride bikes - this doesn't mean wear suits and drive blacked out cars, but we are pizzone's, not muricans'. 5. Lowkey, is key.   9. Basically, There isn't information to give so there is no released information. There isn't a large team because of what I'm assuming is trust issues, and rightly so - but it's moving slowly.

    Applications

    Applications The current wait time for an application is apparently 40-50 days+, that's unheard of, and clearly the system has a serious flaw in it. To speed the process up, I think that the application should be completely automated; the way to do this would be, if you pass the application you're a part of the server. Then you have to write a character backstory and other written tests that will get looked over. If the applicant exhibits good enough English, and RP abilities they are accepted. I'm not even sure if this is a good way of doing it, but 40-50 days is actually insane, I want to play with my friends but I have to wait over a month? Bloody hell. Please leave your own suggestions on the matter below so this might actually get fixed.
  11. I now work for the government, and let me clear some things up for you. 1. No one was speaking out AGAINST the government, it's a suggestion. 2. There is a A LOT that is kept away from the public right now which I can't disclose. 3. There is essentially nothing about the political future of the state on the government forums or anywhere else for that matter. 90% of this post was made out of my ignorance, however, there is a lot being kept secret.
  12. Okay so what I'm gathering from this is; you have such low expectations of the server's playerbase you think they can't handle basic civilian RP. Saying that this post isn't constructive makes no sense, it literally is the definition of constructive as I have given feedback on the faction on how to develop it to a point where it is immersive, efficient and supplies ample RP. I'm not going to argue with you, as clearly that's what you want.

    Masks in NCZ.

    Masks Masks should be used for two things, robberies, and situational circumstances where you need to hide your identity, i.e potential police confrontation. Masks shouldn't be a fashion accessory or a common thing to see. In my opinion it should be against the LAW to wear an identity hiding mask in the city, this law would actually be developed and there would be more to it then that, for example there would be exempt days such as halloween, or in circumstances such as high security transports. However, on a rule side, it should be against the rules to wear masks in NCZ's because; 1. Try walk into a bank with a mask see what happens. 2. Try walk into a PD with a mask on, see what happens. 3. It's NCZ, you don't plan on committing a crime, why are you hiding your identity. When someone consistently hides their identity it shows one thing; these people want to roleplay criminal - not a criminal character, but a simple criminal entity. There's no character development, there's no real character to character interaction, that person you're talking to has no identity, which is usually why people wear masks. Ban Masks = Higher chance of getting caught for crimes = less crime.

    Like I said the garages are completely fine as they are, and would in fact serve better as sole proprietors instead of a statute corp, which they essentially are now. I also didn't say it would be beneficial to you or LSC for other garages to open, however if you want to be a mechanic and a mechanic alone - then be a mechanic. You're the owner of a company and therefore an entrepreneur, if you can't handle competition or employee retention then that's your own business abilities and not something that should fall on whether or not more garage companies would be around. We need disturbance in the economy, right now there are companies with no competition and therefore lack creativity, basic entrepreneurial skills, and any form of a unique factor or even marketing. All competition does for you or LSC is force you to work harder and market harder, if you can't handle the responsibilities of running a company then either resign or delegate your duties to other roles you can form through a board of directors or whatever you chose to do. Saying that it's a bad idea to have competition because it means you need to work harder to get people to come to you is just... not right. 200+ players is /waaaay/ more then the average RP server, and I have seen and played on RP servers with a 32 player cap who have at least 4 player-owned garages that are all working fine, because they know basic business management skills, they market their businesses via the forums with sponsorships with other companies, races, car meets ect. Regardless of what you think is beneficial to your company, it's not beneficial to the economy to have two companies raking in money because their only expense is employment. After writing this I feel like I'm being hostile - I'm not trying to come of hostile I'm just saying it as I see it, and I see someone who has made far too much money for what they do. A mechanic shop generates money, don't get me wrong - but you face no competition, you don't need ANY business based intuition, yet you own a mansion, and I'm sure an arsenal of cars - let's be real about it. Someone like James Eriksen, who owns multiple companies and all of which would be companies who generates money is someone that I can amend and say that their money is something made through legitimate enterprise as from the two companies that I know he owns, being a car dealership and a gun dealership, he faces a lot of competition, an insane amount of competition considering the car market and the weapon trafficking that happens so frequently in the city. Beneficence is dictated by your business intuition and management abilities, not by competition or an oppositions ability to make their own garage.

I do definitely understand where you're coming from however understand that the statue of a state is formed by a federal body, as this is an individual server and a game - there is no federal body and creating one would cause a stupid amount of stress and effort. As it's a faction and barely a government, there is no way to counter their current actions - I can't join in HR as a intern in the Bureau of Licensing and expect to have any say in the future of the government. Creating a government without a plan or at least an efficiency program is incredibly impetus as all you are doing is building a path leading to a brick wall. The government needs more to do, and the government needs to be constitutional, elected and most importantly autonomous. The biggest issue right now is the autonomy of the government - it needs to be able to move on regardless of who is in power, but right now that is not happening. This server comes at least as a second priority to everyone, and that's more then expected as people have lives - however there should of been a plan so there is smooth sailing once the government is put into motion. I'm not expecting the government to reform today like bread and butter, however I do firmly believe that the people who are currently organizing this reformation (which I know /is/ happening) are not really built for it. Which is not a dig at them at all, I respect the effort that they have put in so far - however I just believe that the government is a very fast paced thing regardless, and when there is a matter as significant as this, it should be done in a matter of days. Personally - I have reformed governments much larger then this in the span of a week, which yes does include sleepless nights, however to ensure a happy playerbase, and to ensure that the intention of the server and of the faction itself is actually being displayed, it's essential.

    Firstly, "Why are you making a server suggestion about this? This could be done IC by the government" - You try and speak to the government, I've sent messages to more people then I can count talking about this and other things and they are ignored, because just as I said in my last suggestion these people don't need to answer to anyone and therefore they won't. I still think that the government needs reformation via staff action, however I know that won't be done. So currently with the faction system there is either government or illegal, that's not really fair for the people who want to RP civilian or as entrepreneurs, it also creates issues for business functions. There should be 3 types of businesses, (this is on a development level and not on a RP level, you could have a public held company however not listed as one); Statutory corporations - companies/organizations created and governed by the statute, there is no owner or CEO, but a board of directors, shareholders, and a chairman/woman. Things like DCC, Weazel News, Bayview and LSC fall under this and could be changed to suit this change. Sole Proprietorships / Limited Partnerships / Corporations - These are larger businesses, approved by the state government via an application and registration of the company. These companies have full flexibility and are able to make a faction meaning they can pay, hire, fire people through that system, however they also fall under a higher tax band and have their faction income taxed once deposited/money comes in. This tax would be something like 38.9% (this is the current US Corporate Income tax rate). Small businesses - Unregistered businesses that are unable to create a faction, they would pay their employees privately via cash/private bank transfer. These companies are limited to a staff of 5 people, and cannot exceed a weekly income of over $100,000, exceeding this without registering as a state approved Sole Proprietorship can result in multiple charges such-as; tax evasion, and possibly unlicensed selling depending on the nature of the company. These companies could also fall victim to another Sole Proprietor taking their business name and ideas, making them official under the government and this won't fall under any form of copyright infringement as the small business has failed to register their name. Weazel News Weazel News should be reformed into a statutory corporation, with a board of directors and a chairman; any other business decisions such as making it a LSP (Limited Statutory Partnership) where there is a board of partners as well as a board of directors and there are shareholders of-which make up these boards can be made IC by the government and the current leadership of Weazel News. What this means for the company is; there would be much more regulation to the company, under-performance means a re-vote into who should be the new chairman and/or the formation of the board. This removes any ability for corruption and inactivity ensure efficiency throughout the company which is needed heavily. This also makes it much more fair for the employee's of the company who thrive for promotions and plan to make it to a high level within weazel news however they can't because the current system doesn't allow for it, this allows for promotions to happen regardless of the persons name or relevance, it simply means that those more capable will go further within the company then someone who is inexperienced and unprofessional. Downtown Cab Co. I think Downtown Cab Co. will perform best as a corporation instead of a statutory corporation as it is currently performing extremely well without the input of the government, this also allows for competition to arise which is something that is essential for the business market and economy, the idea of a company being sole without competition makes it's more of a sort of PG organization instead of a company, this isn't DCC's fault this is more a fault of the system. DCC are completely fine and the only thing I would change is dis-associating it with the government. LSC & Bayview Sort of the same thing that applied to DCC applies here, they should be sole proprietors and not associated to the statute, they are performing fine and would perform better in an economically dynamic environment where other garages can arise with ease and be on a similar level. WHY? This system allows for much more dynamism in the economy and business market, it allows for more competition to be created and thus allowing more businesses to be made, more employment, more civilians and less criminals. This also allows for a more interesting tax society, meaning that the government becomes more essential to the functioning of the economy and there could be even cooler things like possible recessions due to companies ect. I personally think there where there should be statute created entities and corporations there should also be many more sole/partnership corporations that can counter these - especially in the media. The way I am looking at it right now, Weazel News is like the BBC, the BBC is a statutory corporations with a sovereign charter, if the BBC under-performed David Clementi and other directors would most likely be fired/replaced within a matter of hours. However on the other end we have things like ITV or Channel 4, where if they under-performed there is no legal obligation that forces them to perform to a level and they are not obligated to replace or fire their leadership, this would be perfect for an independent news/media house. Let me know what you think, and maybe even develop on this down below - I doubt this would come into act but why not give it a shot.
  18. There's a few things significantly wrong this this; 1. The only job open is bureau of licensing HR, I don't see how I'd have a say in the future of the government. 2. The people should have a say in the way the government works, and without elected officials that's impossible. 3. The current system doesn't work, the government is under effective, and the only way to change this would be through a suggestion in my opinion. Eventually the government's function should be completely autonomous however currently it's not, there's a lot of flaws and not only is it a waste of power, it's a waste of RP potential.

Government From my perspective the structure of the current government is inefficient, uneffective and essentially renders the government borderline useless where in a roleplay, serious or not, server the government has a large part to play within the servers economical structure and roleplay standards in general. Considering the RP standards of the server fluctuates more than Carrie Fisher's mood, I think it's more practical to stay on a safe side and use a very simple, watered down version of a real structure which will reap the benefits of it's working effectiveness and efficiency whilst also discarding complexity and an intelligence barrier. This server has a large and growing playerbase which allows for so much flexibility regardless of how many government officials there are, which allows for a variety of employment opportunities to actually attract more people to subtle, civilian RP. The structure would look something similar to this; Elected Officials: Mayor City Council District Attorney (more on this soon) Charter Offices/Commissions: City Treasurer City Clerk City Operations Officer Police Commission Medical Commission Charter departments: Department of Finance (Licenses, Permits, Fee's, Taxes ect) Department of Public Social Support (Housing Programs, Employment Programs, Immigration Integration (New Players)) Department of Cultural Affairs (Community arts, Non-Enforcement anti crime movements ect.) This leaves room for plenty of employment whilst not flooding the system with empty roles. It would allow for new introductions that will change the way we play as civilians purely integrated through role play and character decisions, an example of this would be; The City Treasurer and Council decide to bring forth and idea of small business grants, government grants given to small business owners to kick-start their careers, however there would be ample research done into applicants, with interviews and business briefs to ensure that the money is used wisley. The importance of Elected Officials. Having elected officials are a perfect way for you the people to have a say in the community without having to go OOC with it. You could speak to a council member about an idea whether it be a law or a community project, the council member will write a bill and it will be voted on. It also allows things like petitions, fairness and a fluctuation in character development. It also allows for corruption, an indepth way of roleplaying criminal - this might sound bad however under the correct guidance could be something beautiful Under all of the new government stuff, there definitely needs to be a DOJ which can be discussed further and has been by others. I'll be writing a new suggestion soon about it.
