Over ethernet or wifi? Monitor your HDD and CPU usage as well during a play session and attach the results here.

What's your internet speed, where are you located, what's your ping in-game and do you use any VPNs?
Besides that try reinstalling Rage MP and if that doesn't help try verifying GTA files/reinstalling GTA.

Tyres popping randomly or remaining popped after taking out from mors is currently a bug, make a report in-game and wait for an admin to fix it.

Undefined: 0 is an error that pops up periodically and I believe is related to Rage MP. There is no fix for it other than patiently waiting for Rage 0.4.

Some interfaces are currently bugged, it's a known issue and is being currently worked on by the developers. Unfortunately there is no workaround or way for you to fix it.
