I think you're getting laws and rules mixed up. Dylan created in-game rules we can look this over and dependent on the priorities of any rule you've suggested that we don't already have we can implement. In our most recent update we have stated we're supporting community factions now. If you'd like to suggest in-game in-character laws for players that the police will enforce the Government would be the area you'd be interested in. I believe they handle taxes as well (most likely not the %, funding)
I like the LSPD idea, in my area an officer can give tickets or decide to arrest a person for any crime if they see fit. The ticket amounts have a minimum and maximum limit which can be issued at intervals such as $150-300 for 40 km/h over speed limit. We are planning on issuing property tax on all player's properties including vehicles, see Feature Reveal #1 (Economy). All purchases have sales tax, this regulates every purchase immediately at a fixed rate. It will feature income tax for all classes of persons, lower, middle and upper class so it will calculate all assets owned and tax the player based upon that - This removes the need for increasing the tax every purchase as you mentioned above because a player with more assets and income is taxed more.
The idea of a starting basis for the server with levels & starting money is quite small and generic, we already have plans for how players will start.
