Allow auto-repair per customs shop, when Mechanics aren't ACTIVELY working there

I'm sat at bayview, waiting to guess if the one mechanic online is going to turn up so I can fix my car, because Auto-Repair is disabled with him just being online, not even actively working at Bayview or LSC.

My suggestion:

If nobody is ACTIVELY working at one specific custom shop (do not count online, but off-shift, mechanics), allow the auto-repair option.

So the issue here is that the one online mechanic is actively working, just not at the shop you're at. It may be possible for the devs to rework the auto-repair function to be based off of faction location, but I'm really not sure. I'm also not sure if they'll want to make this change, as it could let people abuse one shop when it's understaffed (for instance, say Bayview has 3 or 4 people working, but LSC is empty - under this new system people could just go to LSC for quick repairs with no RP). I get that it's frustrating, but trust that people are ICly working to fix this issue 🙂

The Auto-Repair is actually an existing system implemented for this exact frustrating reason (not having an mechanic available to service your car). It's akin to an NPC worker doing the same; just have it so the exact same (or even longer) RP commands and time-to-fix come from the NPC, thus negating the abuse aspect.

Based on how it's currently implemented, I can only assume the devs only meant for it to be used when there are 0 mechanics available on the server, not just at the shop you're at. It's hard to tell whether or not this is an artifact of how the mechanic jobs are intertwined with the /mechanic request system or if it was a reasoned out decision made by the devs.

The same damn thing happens 7am, 5pm, I'm sat here at LSC with 6 Bayview mechanics online, which are preventing me from repairing my bike in the "supposedly open" LSC in the city. 

"Drive all the way up the map" arguments aside, this is a detriment to gameplay at this point.

My reasoning for the -1, is that after spending roughly 3-4 months working in one of the factions, and spending a lot of time building IC relationships and friendships with other people in the other faction, I don't think the current system really needs a buff/rework. It is very rare that there are 0 mechanics at both shops (If that's the case, then there's no point of reworking the current system because that is what it's built for), and if there aren't any mechanics at Bayview, but there are at LSC, or vice versa, then that would be an IC issue for you to decide to either drive up/down to the other shop to where the mechanics are on duty and actively doing repairs, or just to not repair your car immediately; depending on where you are.
