I believe he should be able to give things like pistols and cooking supplies but at an extremely high price. This will allow people that are not in official factions to have to rely on them as much and so that it more usable. Pistols maybe just normal and combat (thus keeping the good stuff for official factions) they would be 3 or 4 times the import value that official factions pay. Also they smuggler would have them on him or you would have to wait near him as he rummages through his stuff. He would only have so many and the only way for him to get more would be via official factions make import request. Heavies would not be obtainable due to it should be limited to official factions Maybe he would be able to give items like marijuanas leaves but not actual tables. (give able) It would work the same way that pistols would 2

I feel like -1 on this idea but another way of obtaining firearms (e.g. crafting them in certain ways/doing shipment jobs for them) would be better. It would keep the 'coolness' factor of being in an official gang while alleviating the problems with a 7 gang alliance dictating the market. Especially in the 'dead' timezones this would help. I haven't been active on a crim that much lately however (i have been talking to them a lot), so if someone could enlighten me go ahead.
