Make player placed doors & gates lockpickable.

I'm of two minds about this.  Too often I come across a door that we've got to get through and we're forced to sit idly while an admin comes around to assist.  On one hand I'd like a way to continue these RP scenarios without having to involve the admin team.  At the same time, the whole point of lockable doors seems to be to prevent constant abuse of people trying to steal your stuff.  If there's a way to bust down these doors you might as well not even have one because no one is going to not bring whatever it is that would be used to break it down.  So maybe it's fine the way it is, as at least with how it is right now an admin can approve whether the RP surrounding going through the door is valid and not just nonsense.
