Cars to be hot-wired if you don't have a key

+1 Except you should only need to hot-wire a car once, even if it stalls. Since if you have already altered the cables/security, all you need to do is initiate the starter again. It's just the initial work that takes time to set it up. It could be on a timer, if for instance nobody is driving the car for 5 minutes, the hot-wire resets and/or it could be made so that the owner has to have it fixed by a mechanic.

 

It could also open a wide range of possibilities on introducing custom "alarms and locks" that could be purchased and upgraded on a car, to make it harder to steal. These cars could then pay more at the chopshop.

That's a suggestion I was planning on making in the future, security modifications just like mods and different levels of security.
