[PD/SD/MD] Backup Calls and Panic Alarms can be spammed

Issue/bug you are reporting: Backup Calls and Panic Alarms can be spammed, look at the picture below. This is all in the span of 2 seconds.

Expected behavior:  There should be some sort of cooldown (5 seconds) to prevent people from spamming backup calls and panic alarms. It would be excellent if Panic Alarms could be changed to be red color to make it more clear that it is a panic alarms, as backup calls and panic alarms looks too alike. One is more important than the other.

Evidence, notes worth mentioning, steps to replicate

1. Be in either PD/SD/MD

2. Spam CTRL + B and/or CTRL + E.

To add to this there is occasionally a bug where there game thinks you are holding control and you press E it'll spam panic alarms. The only way to fix that as far as I'm aware is relogging. We have the problem occasionally in md

Raising this one back up.

This is a long ongoing issue where frequently our medics will attempt to turn their sirens on or off, and it will accidently trigger the panic alarm.    Sometimes hitting ALT-CTRL will disable this, but there seems to be some trigger that we don't know that makes hitting E act as if you've hit CTRL-E.

It would be great if panic alarms were simply removed from any kind of binding, and require users to type /em instead.

Maybe for MD, sure. For PD it's hard to type /em while running for cover taking shots from criminals.
