Make citybees always spawn

Currently if a taxi is online you cannot take out citybee. 

I think this should be removed, or at the very least increased beyond just 1 taxi online.

I don't know for sure but it seems like the idea for this being there is that if citybee is not available someone would be more likely to call a tax, but it doesn't do this, at least not for me. It means I have to run wherever I am going, because taxi's are too expensive for me. 

I understand that others might pay for them, but given they are only in 2 locations I think it isn't that big a deal and at the very least I think it should be increased to 2 taxis online incase 1 is busy or non-responsive

taxi drivers would have less roleplay and gives a IC reason to not get banned from taxi services.

if you can’t afford it, don’t pay for it.

Unfortunately DCC as a faction has failed its job to perform its most basic duties. the taxi job should be moved over to being a freelance job like busses, trucking, etc. BUT, since LFM is in the process of finding a new faction leadership to run it, I think it is fair to give whoever is the new leadership a chance to bring the faction back up to being functional. if that doesnt happen, it really needs to be shut down and moved to being freelance.

Except the one at DOC, I don't see how citybee being available has any impact on taxis RP

i agree there should be more spawn points for citybee's but the taxi faction would die if you could always get one out.

Adjusting fares to be more comparable to the cost of renting a City Bee would likely fix this issue.

i would say its not the issue of citys versus the issue of taxi drivers. there's almost none to be found it feel like. i think the restrictions need to be lighten a bit to where it more like bennys.

I wish i see this happen one day moving taxi to FreeLance job
