OOC is "Out of Character" meaning you're speaking and being your "in real life" self I'm not sure what OCC is unless it was a typo. Hope this helps! Think of it like this, you might have heard of an actor by the name of Keanu Reeves: In the movie The Matrix, in character he's Neo, and out of character he's Keanu Reeves. He assumes this persona during the film to portray a character, but obviously he isn't that person in real life.
