Radio Frequency Tweaks

Everyone knows the struggle with freqs, between sharing them, having to generate new ones, binding up when something goes south, etc.. And honestly, I don't think it's that realistic, since nowadays a lot of instant transmission methods don't rely on specific wavelengths, it's much harder to intercept and/or discover by mistake.

- Make frequencies have a wider range of support, with decimal points (up to 9999.99).

- Allow Factions to decide 1 "clean" frequency that will need to be accessed through a passcode. Cannot be changed, nor it can be accessed by anyone without the password. This allows higher-ups to have a direct line of contact with each other without having to worry about someone being in there randomly.

- Add a new item in the game that will scan your frequency for the number of current listeners. It could be balanced so only an X amount of scans can be done within an hour/day. It's a little too much hassle to always keep in mind that another individual might have generated the same frequency by pure chance. In real life, there are approximately 10^9 frequencies available, which makes it impossible (almost) for someone to stumble upon someone else's frequency randomly.}

- Radio Interceptors for illegal factions, as the name suggests, a new item could be added that will intercept Radio frequencies within a set amount of range. It could be an item placed on the ground, which makes it hard to set up in the perfect spot, and harder to retrieve. Also, it could be an item that can be imported for a large amount of money so it's going to be used only in specific scenarios and gangs will have to think twice about using them.

- I don't know if people are currently brute-forcing their way through ~10k freqs to find one that someone might be using, or ever really stumbling upon currently used ones all that often, but I'm not against making it a 5 or 6 digits value I guess, to mimic real frequencies.

- I like the current complexity and limitations of the radio though, given that it's a radio and not some higher-quality transmission device. You famously can't get encrypted channels, only kind of mimicking it with trunking (which is, I think, what our version of the protected frequencies like 911 are). You also can't usually see how many users are actively receiving. With that, I'd love to see some other device in the future that could fill that role, it would be sweet.

- Interceptors already exist IC, and are usually used to access the trunked frequencies like 911. Jammers exist, too

I'd say +1 but maybe not to the extent of tweaking a whole lot that currently exists.

I as a Bayview mechanic want to listen in on LSC mechanics and tell them to start taking the mechanic requests in the city.

That is my right and now you want me to intercept their password as well?
Prepostorous.

+1
Also implement this for legal factions so I can listen in on the LSC mechanics even if they change their frequency
