/modview doesn't apply mods half of the time

Issue/bug you are reporting: When confirming mods in /modview, sometimes it takes 8 or more times to select and confirm until it actually applies in /modview. Happens with everything - paint, wheels, neons, lights etc.

Expected behavior: To apply selected mods when selecting confirm the first time

Unable to reproduce with your vehicle, could be a packet loss thing, which means that the server is not receiving your customization data.

I'm for some reason able to recreate it every time I try no matter what vehicle I'm in. I've also heard of it happening to multiple other people recently too. Another video: https://streamable.com/qklnoy

This has been happening for months since the confirm button was added instead of clicking escape to save mods. I never had this issue before the buttons were there. I swear I saw another bug report for this same issue months back, but can't find it now, hence why I'm just now reporting it.

I'll change the code execution order in some places. I can't test it on my test server as it does not happen on my PC. This change will take effect upon the next server restart.
