Set wind speed to 0 while in properties/interiors.

This would disable the floating "junk" particles along with wind noises, as far as I'm aware. I could be the only one but genuinely the floating particles are rough on my immersion. (i'm insane i know)

There is a command used inside properties that allows for the interior weather to be changed.  The owner or anyone with management of the property can use this.  /setinteriorweather [Number]

This does not affect wind speed as far as I'm aware as there is still a baseline amount of wind even in something like CLEAR.
