Issuing a citation/charge converts it into an unpayable citation/charge without any fee

Issue/bug you are reporting: When you are issuing a citation or a charge where the fine ends with a decimal point, in the case of the citation you wont be able to pay a citation and in the case of a charge, you wont pay any fines for it.

Expected behavior:  If a citation/charge has a decimal point it should either round to the nearest integer or it should support decimal points

Will be fixed upon the next server restart. This change won't affect old charges or citations.
