If Medical services are not available, or there's only 1-2, any call sent to medics is automatically routed to 'Both'. Could also add an indicator that points out no MD are on shift. "Rerouted/Shared Call" If Law Enforcement are not available, any call sent to police, is automatically routed to 'Both'. With more of a 'there could be people in need of assistance' feel to them. Let the medics determine if the call is for them, and/or if it's safe. I'm sure there are several other ways to adapt the system and a bunch of other great ideas pertaining to this, but this is what I thought of for the moment.
