+1 Makes sense, considering a base salary out of prison is 1500, seeing as the "base salary" in prison is 500, reduction should happen.

-1 I understand the whole "just make rules around it" seems like an easy-to-do thing, but hell naw it ain't. That not only means more workload for server staff, but most people get away with breaking rules because they have to be reported on the forums or physically seen/caught by a staff member (Evidence of the crime). So even if you say "just don't allow hunting cops" well... how do you rule intent? If I say I wasn't hunting cops, they just happened to be there so I took the opportunity, are you going to "NO! YOU INTENDED THIS AND YOU'RE HUNTING COPS!!!" ?? Good luck, you'll run every genuine player outta the server due to poor staffing, this is how corruption starts. Staffing-wise this would be a nightmare. So rather than change something to have "moar rulez!!" it's better to solve the servers issues via coding. If it can be solved by implementing a feature or something that will (coding wise) stop something from happening, all the better, reason being less rules to memorize, less rules that will potentially be broken, and an overall happier player-base because no one's having to go out of their way to "call staff" for a rule-break. This would 100% cause a cop-hunt to happen.

+1 to this, would also make those who use super cars in criminal activities think twice about driving balls-to-the-walls with little to no care for their own safety/vehicle during a police pursuit that lasts 30+ minutes.

Agreed here, add an in-game interface maybe like a "public computer" where people can view that, or even on laptops can find a "website" that shows it.

Perhaps make it possible for the text from the automated system to overwrite the pre-existing one if any, then code in the system to "stack" the fines/tickets and thus the fine would just keep getting bigger and bigger, while also allowing for partial payments of a speeding fine no less than 1k (cause that's the lowest). In conclusion: Only 1 text ever and it tells you how many fines you accumulated.

The only thing I'll add to this, is whoever is paying out the cash at the chop shop, is probably also the "guy" working there, thus it would make sense for you personally to not have to stick around for the chopping of said car, if you get the cash then walk away and thus the car begins getting chopped up. So, proposition is, remove timer, increase cash payout to be better than the legal jobs. Not marginally better, but good enough to matter. As for gangs taxing you, well... Get in good with the gangs mate or don't do it alone. That's just an RP thing, if cops wanna camp them, there's what... 4 chop shops? Can't all be guarded by police at all times, they got better things to do than sit there 24/7.
