I can confirm this bug. 

When I was in both PD and MD, I couldn't go plain clothes(using Ctrl +U) when I was on PD duty since  MD was my ID 0 faction and PD was ID 1 so I went  down to MD locker room to test it there and my outfit changed into MD uniform when I was on PD duty so  It only works for first faction (ID 0).
