    Oof, I thought it was like drivers licenses where if you got it suspended you had to get the license again.  At the very least that should be a thing.

I think we all know the amount of civilian jobs are fairly lacking currently, and as it stands neither the LSPD nor various mechanics seem to like impounding vehicles.  I think this is mainly due to a lack of being paid for doing so, salary excluded.  It's not uncommon at all to see a vehicle blocking an intersection or road for 6 hours or longer, even until server restart in some cases.  Yet there's no real motivation for members of either group responsible for impounding to actually impound the vehicles.

    What I'm proposing is two possible fixes for this.

    1: We create an impound job open to the public where police officers are capable of marking vehicles for either secure or regular (fined) impound.  These vehicles would become either blips or utilize a call-system similar to 911 response calls with the vehicles model and license plate.  The calls would not expire until the vehicle is impounded or moved a certain distance from the location.  Payment would be either a flat-rate per vehicle or based on distance.  Since this option would have the tow trucks opened to the public, we would need either harsh rules or script limitations of some kind (unable to tow unless it's marked if that's possible?) to prevent abuse.  This could also help remedy the chopshop dilemma by giving criminals the opportunity to tow a parked car out of the NCZ that's been marked and then proceed to steal and chop it.  I'm unsure on the rule implications of that, however.

    Or 2: We institute a payment system to both the LSPD and Bayview/LSC to encourage impounding vehicles.  As is, impounding vehicles is a great way to bore yourself into a coma if you're doing any more than a couple.  I feel that is the main reason we have things like 20+ illegally and sometimes straight up dreadfully parked cars at the Bank, Tequilala and all of the broken/illegally parked cars scattered across the map.  Players aren't rewarded anything beyond their salary for doing a boring task when just about anything else is more enjoyable.

    Both options would utilize the marking system described in option 1, preferably with a ctrl+x prompt to reduce the possibility of placing a mark on the wrong vehicle in cases where they are stacked.

    Any constructive feedback is welcomed, this was a spur of the moment idea so I may have overlooked something.

  3. I always find it weird when someone gets arrested for attempted murder, loses their license for.. 2 days.... and buys another license right after that's up.  My, felons are treated nicely in the state of San Andreas.

Honestly, not a fan.  Other than new players, nobody really cares about tickets because most are rich here.  We already don't charge via license plate unless you're confirmed the driver or it's something like reasonable suspicion.  IE: shotgun and drugs in your car that already had a warrant, lockpicked in and searched it.  Obviously not stolen and left there so the owner is responsible.

    Considering how rich people are I don't think tickets would really discourage just driving without a license plate 24/7.  Possibly if it's a mandatory impound and hefty fine on top of the impound fee, though that just makes more impound work when we already have a ridiculous amount of it.

    Neutral because I like the RP of it but also dislike how I'm thinking it would be put into practice.

    Yup.  Allowing kneejerk downvoting rather than encouraging intelligent and constructive conversation is a degradation of communications.  Convenient?  Yes.  Good?  No.

    +1, More civ job content is something we should be striving for when the list of things to do frees up.

  7. Any government factions like this, I believe devs/commissioners would be open to it if an individual/group of individuals approached them with a solid plan and write-up.  Provided they were confident it'd be able to add to the server positively, I don't see why it would be turned down.

    (On a side note, feel free to report police officers that break protocol to internal affairs.  We take quality control seriously.)

    Whoops, thanks for the correction.  I may just be tripping and remembering something wrong, then.

     

    In that case, I don't really see a reason not to +1 this.  Gives criminals more to fight over and restores a viable way of making money.

  10. I believe the main thing I read a while back was that vehicles shouldn't be able to be chopped for more than their insurance worth.  So we would need to make, for example, a warrener cost 4.5k to pull out of Mors for 3x to be a thing.

    I think this is probably to combat things like a person chopping their expensive car with a friend, riding back to mors with them, rinse and repeat.  I'm not sure though.  I do agree there's not enough for crims to do right now though.  I mean I can see that as PD because the amount of stupid things we see is mainly from boredom, which I get.

Impound is a rather fun situation because if we make it super easy to get your vehicles out of impound, there's really not a point to impounding them in the first place.  It's a major pain in the ass, speaking as one of the officers that actually does it.  Know how many cars/how long it takes me on average a night if I decide to actually impound vehicles?  My record is 21 vehicles straight.  Took me an hour and a half+ of mindless driving back and forth for a grand total of $0 and 0 enjoyment, but I do it anyway.  I usually impound vehicles for stupid things like having unpaid citations on your vehicle on top of being illegally parked, being parked (locked) in the middle of an intersection for 4+ hours, or abandoned in an NCZ without parking pay so nobody can steal it.  I also usually impound the same peoples vehicles.

    Don't want your own car impounded but want to commit a crime?  Steal a vehicle.  Keep getting your car impounded for crowding NCZ parking spots without paying for parking?  Park somewhere else or pay for a ticket.  We're very lenient towards responding to impound, ignoring things like the 3+ 911 calls I've personally gotten from someone in the span of 20 minutes while all officers were occupied in a situation.  Hell, even one 911 call is a misdemeanor you can be arrested for.  We know it sucks for you, but it also sucks for us.  Nobody cares for their cars enough, really.  Just imagine how much less they would care for them if it was beyond easy to get them out.  I've had my vehicles impounded on an alt and look at it much like going to the DMV.  I'm going to be there for a while and it sucks, but if I want to drive I need to put up with it.

    In my opinion, if there were more jobs and activities in the server, the criminals wouldn't be so firefight-centered.

    I know for me, gunfights are the most fun I have on my characters, but that's mostly because : What else is there to do other than mindlessly grinding money through the job systems (which isn't even rewarding)? The drug labs are a little bit more work and fun than the legal jobs, but even that gets just as mindless when you get the routine.

    I agree, I think they're working on additional activities just like they're working on the updated prison system and such.  With the current state of things though, this would just make the DM focus worse.  We need a mix of additional activities and harsher penalties on crossing the murder/attempted murder line before I'd even consider supporting body armor.

  13. +1 to 2 and 3.  Others have already summed up my views for the others I'm -1'ing.  I used to be in favor of vests for crims and will be again if the quality improves but I don't see it going any other way than encouraging shoot-outs which are already highly disproportionate to what they should be.

     

    Perhaps when prison faction is made and jail time makes people look at murder as a last resort in most cases I'll re-consider.

    There are a plethora of negative side-effects from using marijuana in the long run. Same with alcohol, and other types of addictive drugs. I've seen first hand addicts in my work as a social worker and personal life, and it's a life I wish upon nobody. Recreational, especially legal, use opens up the door to abuse and addiction. Not everyone opens it up, but I feel as a medic yourself you should know how important prevention is. I'd rather spend my entire career playing the prevention game, than harm reduction.

    Uhh..  You do realize this is a medicinal marijuana suggestion, not recreational, right?  Anyway.  ACTUAL addict here, marijuana especially medicinal is no more of a gateway drug than alcohol is.  The only reason marijuana is truly a gateway drug is two things: it can trigger predisposed addiction, like alcohol can, and its illegal footing.  Many of my drug dealers sold marijuana in addition to my DOC.  Marijuana being illegal made it easier to access other drugs after finding a connection for marijuana.  As far as the former reason, alcohol is widely used and awakens so many addicts I've heard speak of their first use and the change they underwent.  Arguing against marijuana for that reason is, quite frankly, not an argument with any substance or ground to stand on unless alcohol is made illegal.  Remember prohibition and all the good that did?  Not going to happen.

    Now let's get to the fun bit, numerous beneficial uses for marijuana from a medical standpoint.  Seizures, pain, increasing appetite and QOL for cancer patients, etc.  It's legal for strictly medicinal use in.. what was it, ~22 states despite federal status?  Including where Los Santos is modeled after, California.  Hell, California is now completely legal for recreational but that's not what's being asked for here.

    Marijuana is NOT a harm reduction drug like methadone or anything else if that's what you were saying at the end. Marijuana is a potential replacement for vastly damaging opioids that caused this epidemic going on right now, and a legitimate drug for treating numerous other conditions as well.  As a healthcare professional conscious of the addiction crisis, would you rather throw somebody suffering from long-term pain an opiate or some THC, provided it's sufficient?  I think you're simply suffering from a case misinformation, but that's okay.

     

    rant aside, +1 for me.  Could do with an alternate means of dispensing as honestly I think taking up MD's time for this wouldn't be cool.  It's also not really how it's done IRL.  Perhaps a store you can only purchase items from with the aforementioned license.  PD has already laid the groundwork law-wise for potential limited legality, but the penal code requires something to actually say whether or not the use is medicinal I believe. (Note I'm not speaking on behalf of PD, just my interpretation of the penal code.)

The issue on issuing someone an actual key script-wise is simple.  You lost the key to your vehicle, and need to get the vehicle and the key back or purchase another key.  Don't want that person to have a key to your vehicle anymore?  Sucks, pay to have the lock changed.  Died?  NLR makes it tricky.  Though you retain knowledge of your properties, you wouldn't have knowledge that the person took a key to your vehicle.  So a person has a permanent key to your vehicle they can use at any time.  Do we change the rules of NLR?  Do we make a key for some reason break after one use?

    I don't really know a work-around to the key dilemma.  Phone batteries are fine I guess, wasn't aware the command didn't work on a downed person.  Admittedly I forgot about crim RP and was mainly operating off of how PD deals with keys of downed people, which is just /dragging them to the vehicle oocly to unlock it after we RP unlocking it.

    I'm confused why you even mentioned a 24 hour cutoff then, because in situations like that if you weren't notified to defend yourself for one reason or another then it wouldn't matter to begin with.  Unless I'm missing some point you're trying to raise here for a time-limit cutoff on evidence.

    Hard pass on 24 hours.  Something like a week would be better to ensure people actually REMEMBER the situations they're being reported for while allowing people time to make a report if they're busy.  Not to mention keeping a backlog of recordings for over a month would be rather annoying to say the least to be sure you have a recording of a situation if you end up reported for it.
