In my opinion, having the .50 in a high tier is not really a problem as the old official factions can still order it for you. The only little thing tbh would be the 2 punishments per month for a faction of 30 members I feel it's really a small number especially if the situation wasn't involving multiple members but only one who would impact the whole gang cause of his own actions that's why I think that maybe having 4 punishments during a month is a fair number but of course there could be exceptions such as the severe rule breaks etc.
