Issuing firearms license notification doesn't show name

Issue/bug you are reporting: The notification that shows up when issuing a firearms license displays "{receiverInfo.Name}" rather than the actual name of the character the permit is being issued to.

Expected behavior: The notification should display the name, or something other than what it shows now. 

Evidence, notes worth mentioning, steps to replicate: 

Join the LSPD faction, set yourself to a faction group that has the permission to issue a firearms license and use the /approveflicense command to issue a license to an individual.

Vehicle license plate number*: N/A

Bug confirmed.

Receiver does still receive the firearms license.

Will test if the response is the same with an invalid target.
