Expected behavior: People should not be able to pay tickets to off duty law enforcement. It should act as though they aren't near a on duty officer/deputy or at a kiosk where they can /payticket. Evidence, notes worth mentioning, steps to replicate: Go to any PD or SD member and try to pay a ticket with them off duty, it will allow you to pay your tickets. This should be changed as with the way the script says /ame 'pays X to the officer to pay their fine'.
