Yesterday we had 5 active officers with 39 people on the server, so it isn't that bad. If at the time the player count was low, it's possible that there were a lot of officers compared to the rest of the server, but that proportion should go back to normal when more people join after getting back from school/work.

spartauzqc said that there were 5-6 players on whole server, which makes these claims invalid. I agree that police officers shouldn't follow innocent civilians around, you are free to submit a player report for individual officers in the appropriate forum, so it can be reviewed by the police chief.
