Can not assign weapons to branches

Issue/bug you are reporting: Weapons can not be assigned to branches

Expected behavior:  Being able to assign weapons to branches

Evidence, notes worth mentioning, steps to replicate: Can not assign any weapons to branches within F4. Adding weapons to groups works fine.

Not sure if this is associated with the current issues with the F4 menu. Administrators are also not able to do this for us.
