To touch on the points above, a boat was set up in the ocean therefore this does not technically break the NRP swim rule. The location of the boat is quite far out however a plan was in place beforehand as shown in the evidence provided and the water does make boats drift from their last known location. I can understand the frustration as there is currently a rise in players NRP swimming but in this instance it is simply not the case.  

 

Your explanation of what happened

Players robbed a bank and drove onto the pier to go to a "boat". Two players got tazed and one swam in the water. The player never went to the boat and swam out with no direction.

Apparently the boat was where the PD boat is in this image, that is so far out in the water. That is not a small body of water to cross. IF this is allowed you may aswell put a boat anywhere you want and claim you was swimming to it.
