Problem

Players are often dying after calling 911 and there being no medics online to help but lots of PD/SD.

 

Solution

Broadcast the medical 911 calls to PD and SD when there aren't any on duty medics.

Makes sense on paper. Just makes me think very few crims are going to ever call 911. 

If they bleed out they lose their shit. If they ring 911 and there is a chance PD show up then they lose their shit, and go to prison. 

Something needs to be done just not sure this is the way.
