How did the player break the rule(s)?  (300 words maximum)
Wiktor Gates and Nik Peter were evading from law enforcement. They drove at nearly 200 km/h into the bollard poles at the end of the pier, clearly attempting to jump their vehicle out into the ocean to evade by swimming away. the players exited their vehicle and jumped over the side, and swam for about 15 minutes out into deep ocean, Nik Peter swam far north along the shore for at least 2 kilometers towards chumash, and Wiktor Gates swam way out west, as shown by the active trace, into deep ocean. Swimming for thousands of meters into deep ocean during a pursuit is not crossing a small body of water, and there was no escape vehicle like a boat nearby they were swimming towards.
