F7 reset the cleaning graffiti timer

Issue/bug you are reporting: When you press F7 to hide the UI when cleaning graffiti, the action timer resets to 30 seconds. 

Expected behavior:  Should not reset to 30 seconds when re-enabling your UI.

Evidence, notes worth mentioning, steps to replicate: 

1. Clean graffiti with the microfibre cloth
2. Note the time left such as 20 seconds, then press F7
3. Re-enable the UI with F7 and it's back to 30 seconds.

This is with any timer, another example is bolt cutters.

This is the same with any action timer, but there's a stark difference between these and action times with a keypress minigame. For example, you reset the blue circle progress with F7 if you're doing any quick time minigame, like removing vehicle parts or hitting an ATM, but you can still press space at the right time when it would normally be under the green section if you are paying attention and move on to the next action.
