Boat dealership menu bug

Issue/bug you are reporting: Whenever you try to interact with the 'Manage' WI at a boat dealership, the menu does not immediately appear as it should, instead flickering and briefly showing and sometimes not even showing at all despite multiple clicks.

Expected behavior:  The menu should up the first time the WI is pressed, not randomly.

Evidence, notes worth mentioning, steps to replicate: https://streamable.com/kbomhv This was extremely lucky, sometimes I can get stuck for at least a minute trying to get into the menu, or even longer.

You should not press 'E' multiple times because you restart the loading process. The loading process will be slightly more smooth upon the next server restart, but spamming 'E' will still reset the loading process.
