Increase helicopter fuel consumption rate.

As far as I'm aware, helicopters have some of the longest lasting tanks on the server in terms of active use. Given that these are civillian/law enforcement helicopters, and not military blackhawks, the fuel capacity/efficiency should be reduced greatly. An individual should have the opportunity to outlast a helicopter in fuel if they are truly managing to escape. (30-40 minutes+.)

This should also be done to discourage passive air patrols where a LEO can patrol for multiple hours without needing to refuel/land once. I believe that keeping track of your fuel should be an essential part of operating a helicopter.

In general, helicopters specially law enforcement helis are equipped for endurance rather than speed, and they often have fuel capacities that allow for extended patrols and operations. The specific endurance of a police helicopter would depend on factors such as the model, modifications, and the operating conditions.

 

In order for your suggestion to happen and to make it realistic enough, we'll have to put in mind that each altitude, air speed and alot of other factors that affect fuel consumption.
