Make parachutes relevant, people like to skydive and cliff jump! Lets make this a fun activity that can be easily available to all citizens! They should be available to buy from a store, surely? There is also the issue about desync which is why a lot of the tunnels were originally closed from what I've been told. I agree that parachutes should be very accessible to all but they should be fairly expensive to avoid misuse and add some sort of risk to you throwing yourself off of cliffs. I think 15-20k seems like the right price point for the benefit you gain out of using one especially if you are using them to get away from PD/SD.
