A radio system to be used for all emergency services.

Show and highlight the difference between someone being charged with a crime vs being issued a ticket Have more Info prmopts for ALL abilities (this makes the server more new player friendly Im over 7 hours and still learning new things every day.) (MDC options numpad keys, F keys all hotkeys. If we don't know what they are mapping them in is pointless!)
