  1. @AimCex Thank you for making this post. Please remain patient while staff get around to looking at it and providing direction on where to go from here.

Just a few notes from me:

    1. What exactly prevents you from posting an appeal? Are you unable to access the board? The more details make it easier for staff to help come to solutions to assist you. If you are able to post an appeal even on this account my suggestion would be to do that here. Make sure to read the requirements and completely fill out the appeal (make sure to list the accounts that are affected (all of your game accounts)) and as much information as you can. That being said if you are unable to access the board or start a topic to appeal then your next best option is to wait for a staff member to respond here with direction on what to do next.
    2. Last but not least I wanted to clear up what might be a possible confusion on your part. You state "Can a dev please unban that email, I'm not banned in game or on the server" I just want to educate in case there is confusion that bans are intended to cover ALL accounts that you might have. This is because it is not the account that is being punished - it is the player who has been determined to be in breach of the rules. You are able to appeal these bans/punishments however you cannot create a new account and then have it be punishment free and dandy. If you were banned on one account then ALL of your accounts are linked. Creating a new account and playing on it to get around a ban would be very much against the rules. So what you need to do is appeal your ban/punishments and then if/once that is lifted that will apply to all accounts that are affected. Just make sure to disclose ALL accounts affected (and that are you) in your appeal.

That's all the troubleshooting I have for you initially I will leave the rest for higher staff to look at. Best of luck working towards your appeal! Have a great day!

The Four Seas Order went into a season of dormancy with many taking the chance to hang up their criminal jackets and seek a quieter less risky life in the city. Without a head of the family actively leading while former leader, Chi was out of the city it didn’t make sense to continue going through the motions with the fate of the whole group up in the air. Therefore word was sent out that the members were free to do as they liked and that FSO would be no more.

Chi, fully expecting to die in China, found herself in an interesting situation. She was sent back to Los Santos to continue the work and to extend it even further, the council was impressed with the extent that FSO had been able to launder money through their legal ventures. After a short stint working with leaders in Philadelphia and New York on their legal ventures and after countless meetings Chi found her ass on a plane ride… back home? Could it be called home anymore? What had happened to the members? Were there any even still around in Los Santos?

One long plane ride later she arrived home to her apartment and sat down to call every single person on her contact list. She sighed as she deleted contact after contact. Many faces that she had known for years were no longer in the city. She began to face a new question… Did she fit in this new city? Could she adapt? Could FSO?

She met up with a trusted old friend, Red. They had often found themselves on opposing sides of conflict and just as often on the same side. The two of them though went far back all the way to the old council. Reminiscing about the way things used to work in the city they came to conclusions that one had to adapt. That the old ways of respect no longer stood and that one had to forge a new way in the city. Red for herself had forged a quieter, more peaceful life - Chi respected that of her. She didn't know if such a path was for her.

Chi met up with old members of FSO that were still in the city. Most had joined Irish and some had left the criminal life altogether. Nonetheless they were all welcomed for a warm bowl of noodles down at the restaurant.

In meeting with other leaders of gangs in the city Chi got a feel for where things were at in terms of relations. Lola and Irish had kept Little Seoul protected as they had promised and for that Chi would be eternally grateful. Speaking with a member of Rooks she also confirmed goodwill and heard about what had gone on in the city when FSO had left. Everytime Chi started to wonder if FSO had a place in the city someone would ask earnestly when they were coming back. There had been a delicate balance of respect and power before FSO left and it seemed that the balance had tipped in interesting directions before leveling out.

A group meeting was called amongst all the ex members of FSO that were willing to meet up and options moving forward were discussed. There was a good amount of discussion about the business opportunities that had never been able to be pursued on account of the previous conflicts happening out of the blue. There was energy and excitement to be able to pursue these opportunities again. There was also excitement to work again alongside allies for whom we held great respect

With a new beginning came restructuring. There would be a new way to go about things within the group that made more sense for the goals laid before the group.

The Dragon - The Leader of the Order.

The Dragon’s Wings - This is the leader of legal/business operations within the gang. They coordinate and work directly with the leader on all legal ventures of the gang.

The Dragon’s Claws - This is the leader of the illegal operations within the gang. They work directly with the leader on all workings of the gang.

    ---

The Command Council / Dragon Guard

The Command Council is made up of 1 (one) member of each family and the Dragons. This is usually the head of the family but in some cases can be a member that is voted as the representative of that family. This council dictates the direction and workings of the Order through its monthly council meetings. The speaker of the council is voted on at those meetings from those representatives. This position is one of high respect and honor and highly sought after by all families.

    The Entrepreneurs / Cranes

The Cranes are those who operate, hire, train, and run legal to legal-ish ventures for the gang. They enjoy putting on events, running businesses and the social aspects of representing FSO.

Yellow Crane - Experienced Cranes who have been given trust and freedom to manage/run businesses. [ex. Restaurant manager, dojo manager, events coordinator]

White Crane - A newer crane who is either training to move to Yellow Crane OR enjoys working at events/businesses.

    The Muscle / Tigers

The muscles are those who are out there doing the work on the streets, keeping Little Seoul safe, operating illicit operations, and altogether repping FSO.

Red Tiger - These are the ‘generals’ under the dragons who make field decisions and work directly with the dragons to make sure that the Tigers are doing what they ought to.

Golden Tiger- These are seasoned and honored tigers who have shown their loyalty to the gang.

Black Tiger - These are newer tigers who have just been confirmed into the family and are looking to prove their place.

    The New Fish / Koi

Green Koi - These people have proven themselves to pass their trial period however they have either not been accepted to or have not decided whether to take the path of the Crane or the Tiger.

Blue Koi - These are the trials of the gang who are working hard to pass their trial and be invited into the family.

    -----------------------------------------------------------------

    Family Loyalty

Family is a huge part of FSO with several family lines stringing through it [Lau, Liang, Volkov, etc] Thus the power of directing the gang was placed in the hands of the families that make it up. The council is made up of members of these family lines to ensure that the interests of each family are honored and represented.

Each family might have a different focus and goals for themselves and advancing those goals are of top priority to them. Furthermore, since only families have representatives on this council, those who are without a family have little recourse to represent their own interests.

Members who are not a part of a familial dynastic line are referred to as the ‘nameless’. It is in every member's best interest to either create a family or be adopted into one of the current family lines. Those seeking to create a new family line must petition for such a right from the command council. Each existing family has different criteria for whom they might adopt and some are not open to adoptions at all.

Each family has their own individual goals however as an organization there are a few simple goals.

    - Expand the Noodle House to additional locations.

    - Open a Dojo within Little Seoul where ‘Flying Dragon’s Martial Arts’ can come to life.

    - Re-establish a presence in Little Seoul and reconnect with the members of the community.

    - Re-establish good relations with most groups in the city

    - Re-establish Little Seoul as our home.

    - Expand to further business and event opportunities

The Four Seas Order is a group of people who are united under the goal to faithfully roleplay a chinese criminal syndicate (like the Yakuza and/or the Triads) from inception to completion of the story, whatever that may be. We hope that all RP that we organize and put out is engaging to us, other players, and also advances the story of our group.

Although we all are roleplaying a criminal faction at the bottom level we are a group of friends who play a game together to have fun. What's the point if you're not having fun? If this sounds like roleplay that would be fun to you then you are more than invited to ICly figure out how to get involved.

A word about story driven roleplay: Everything that every member of FSO does feeds back into the story of this gang. Remembering that a story must be well balanced when thinking about your actions and character that you might want to bring in to join in on the story. Things that you do today could have a profound effect months down the line - you never know. Think about balance - what positives AND negatives can your character bring to the table? What areas of relationships, conflicts, drama interest your characters and its goals? We have gone to great lengths to create a lot of areas for interesting conflict and dynamics within our gang [families, voted rankings, roles, paths, etc] and if leaned into they could be really fulfilling to the story and provide awesome roleplay for not just yourself but every member. And that’s just /within/ the gang.

That being said: on an OOC level we are open to those who are veterans and those who are newer to the server and roleplay. We do take into factor admin logs and knowledge of the rules for every possible recruit. We want members who will engage with the story and provide awesome roleplay for us (and the greater community) to enjoy.

  3. I'm confused as to why you keep coming back to reply. If you think the server is all garbage RP then let just go? You've said no less than 3 times that your leaving but you keep coming back to reply more. You don't want to report or go through any of the proper channels to see any actual change. You just wanna complain because you lost a situation and when MULTIPLE staff tell you their POV you whine more cause they don't agree with you. Insinuating that people are stupid or blind cause they don't agree with you is hardly valid rhetoric. Whether or not it was NRP (and imho suck it up and take the L like we all have had to do many times.) this is not the answer. Frankly I am here to say 'be an adult, get over it, and move on'. If you feel that cop rp'd invalidly and you don't want to report it and of the proper ways (either through IA or the report section) then your only option is to try avoiding rping with him in the future - EZ. Not sure what you hoped to accomplish here. If you don't like the RP you are experiencing here, if you don't want to participate in the proper systems and processes to address issues you come across and help improve the server for everyone, and if all you want to do is complain in a general forum then let me show you to the door and wish you a nice journey.

  4. I would counter this and say it would be AMAZING if there was a little more script support gambling options outside of just the bars Tequilala and elsewhere. It would be really cool if you could get the slots machines or poker tables and operate gambling establishments (whether legal or not and pay the rp consequences if you are found out). While there is nothing to stop you from doing this RPly its just really clunky and boring to do over dice rolls. Anyways its a long shot but it would be a really cool mechanic.

  5. You thinking they killed off any gang is laughable. I still see Irish doing just fine. FSO/Triads (whichever you think is the 'dragon gang's) disbanded for OOC reasons that have nothing to do with his gang or any gang. The only thing I've seen the behavior you are advocating for kill is the collective motivation to create stories and roleplay fairly. If you want to tell people to get good go play Rust or COD. This isn't about winning all the time it's about telling good stories that EVERYONE can enjoy and interact with. Hilarious you think people who are advocating for fair play are "hiding" I seriously think this is either not the game you think it is or you are just trolling. Based off your name I'll assume you are trolling.

You want my respect as a gang? You want me to say that your gang was great and awesome - Don't get banned for massive rule breaks directly following disband, be known for the quality and in depth of your RP not how many times and how well you can shoot. FSO disbanded of our own accord and I don't know of a single FSO member who mass DMd to "go out in a blaze of glory" after. Can some of you others say the same? If not ask if what you were promoting/ or even just allowing in your factions was positive and healthy for all or whether it just was to shoot. If that's all your concerned about this is not the server for you.

This rule was not introduced as a fix to a temporary problem, it was introduced as a fix to a problem as old as the (modern) server, starting with the original council.

It is not healthy for the server for a small group of players to have a monopoly on gangs, and give those players the power to bully other players off the server. No matter the amount of supposed roleplay it generates, it does not create a healthy environment, and adds to OOC tensions.

You stated that this rule stifles criminal diplomacy, I say that it strengthens it. Not the 120 man zerg going up Chiliad, that's dead, but actual diplomacy.

Say you have gangs A, B and Z. A & B are on good terms, and for some reason gang B and Z are having a conflict, that maybe turned violent.

Instead of having gangs A&B sit on a joint frequency all day and throw 100 man fights every time they see each other, gang A can provide support to gang B via soft power. That means providing weapons to help the other gang fight, provide drugs or cars to shop for the other gang to maintain influence, or even straight up cash. They can also refuse to provide any of these to the enemy faction. That is all backed up through roleplay.

The only thing this rule harms is the TDM mentality, and in my opinion, it should never be removed or altered. Clarification is always welcome so long as it does not introduce loopholes (which is why I believe the current rule is vague).

While I agree there is alot that /could/ be clarified the problem is that the more you clarify the more people try to find the loopholes out of what is not shared. There is a mentality of "well this one example wasnt listed so it must be fine."

I would love a future where there could be less rules - but that would require people to look at their gameplay and ask "Is this fair and balanced for other roleplayers on this server or am I just trying to get a win?" and I am not optimistic of that at this time. Honestly the rule that was added was a breath of fresh air after enduring people claiming not to be on joint freq's yet oddly still all responding to the same situations. It was well needed to address what was going on and has been going on for a LONG time. Something even myself am guilty of. And while grouping up multiple groups deep is fun time - 80 people all on a joint freq robbing every person, instigating shootouts, etc on any 1 person or group who so much as looks at one of the 8- wrong does not generate or encourage good roleplay nor a fair playing field for all roleplayers.

  7. I think this is a really cool idea for businesses and other civilians to show a "business card" for for that I give a +1.

For criminals I would have to say -1/or withold. The reason being not all criminals will want a tangible tie to the fact that they are a criminal and further if I wanted to show a signal, a tattoo, etc I could do so using /do command instead of a new command needing to be coded in.

  8. If not a grave...opportunity.

The plane had barely landed when Chi had zipped off towards her apartment. Well moreso the apartment she had shared. It was however the place that felt home. Her brain was racing with thoughts and questions. The past months had sped past her. Meetings, tense discussions, training, business dealings had all been mashed in at a ridiculous speed.

She had arrived in China months previously to talk to her superior, Lin but she had left the day before with advice from her now equal, Lin. At first, Chi was sure she was going to see the end of a gun barrel but was surprised. Her superiors were impressed with her work, the families reunited, the opium trading opened into the city, etc had proven her worth amongst the elders. Her sworn family, handpicked for their honor, had also become known to them. The Lau name held some weight. Expecting a grave, Chi was instead given the gift of opportunity.

For years all activity of the Four Seas Order had been under Lin Sihai (and the rest of the Sihai family). A council had been called and a new family had been added to the list of possible elder families. Probationary, of course. A chance to prove itself however - great things were expected of the Lau Family to earn its place. The assignment: to go back and prove why the Lau's deserved this chance in the first place.

The plane was wrought with doubt and deep thoughts. When she had left the Lau Family was less than...at its strongest. Lau had taken a break from the family to focus on other things, Jin.. would he even be interested in taking part in such a thing. Jamal was as always vibin. Jonny, Tommy, William… their status’ was unknown. What would she be coming back home to? What would she be able to bring together. Given great opportunity also brought great responsibility...and consequences should they not deliver on their good faith.

    aZjUU4aSKqoLwVfnixhS350XI6Ru1B4k0oCqb3KkHFVEtxyuBUVn6YKU4VdV7seKZ9omfyjjkBRW9qx6RhZB13dl_OacU_dvwDitUVeRAdWMUXgjAHwAWrUiNBvzquF2IspsIZnyKNlWYb2R7H3zczKshM5egzhhE1dlty5K6HH0n59SnSXNPNYY8Gbnf3wTRNiN6TufG3FWyNEzZBg5NKpTw_Mul3RfZ3Q_L2Ld8muyDD_GPoMTMabJHFQgXdaozfzqyWdTTzgKM2Lv

Driving around she reacquainted herself with the city, checking her stashes to ensure they were intact, checking the labs to see who had been doing business with her contacts there, and trying to get a feel for the pulse of the city. She was surprised… the city felt a little less...like home. That would have to be fixed overtime. Sitting at the Noodle House roof she called to see if she could get a hold of Jin. Unfortunately her timing was not great and instead sent off a message his way..

    ZrpN87VvlP2kib7G4R--Hp7D90RDRKFC8E2kcz_atHLmgfZey5pDqOHIyVTM6KFsyZxZJDDorUjfKcgl27GWMxZ-sI7kylW44ElYdIAEt0L63-eWxRWYwwS58phb5JNDhCcrqr_N3yytKr1C0HQr111LpdWnOxQZMZtnxKOfR-iHn57no3hs2CJxHKRTdjncTYfVB0zI5H4txZstZPd9FKwNZBtNHdnQlxGNYKet9T3Yjk_nbNx3gIey60tA5XxtHGXnArebP5_pZWvu

Everything would have to be on hold until she could coordinate a family meeting. The options were wide open for everyone. The elders didn’t care whether through legal business, sly moves, ventures, or less “official” measures success was attained. Just that excellence and success were attained. Honor came with hard work. Success was success. The Lau Family would have to talk about these developments and what they wanted to do -if anything in response.

You’re missing the part where those “big gangs” actually start out small and do tons of rp to add to their story leading the a point where they are huge

I am not missing this part. I am stating that at some point groups should naturally limit themselves to a smaller number for greater more varied rp for the good of all. That is my point. Not that it should be a rule that is limited and enforced by staff but that gangs could operate smaller for better overall story and play for all on their own.

I've been a part of two LARGE gangs that have gone through those process to grow slowly - I after much deliberation and looking on my history in the server and in gangs. I had MORE fun, had MORE rp, had MORE freedom, when both of these gangs were in the 20-30 range. Once 30+ became a thing it was not as rich experience for me. That is where my statements are founded.

Again I say: the freedom you seek is only achievable when criminal players can come to a play style and agreement of how to play that is fair to all players. The regulation is attempts to balance not to restrict and are purely reactionary to how criminal players behave. Not any specific one player but the community as a whole. If we want less restriction we have to behave in a way that warrants it - demanding it while we misbehave will never be successful.

  10. There has to be regulation of rp. There is no way to have /no/ regulation. However regulation of RP can only be loosened up when players can be trusted to play fairly. We are not at that place yet.

Also Los Santos is relatively small there is NO need for people to be having these huge gangs it's unrealistic, it leads to alot of these issues. Imagine if there were more smaller gangs there would be so much more vibrant RP vs the same big gangs fighting all the time.

No gang needs to be an empire ruling the entire city. That mindset needs to stop imo. At least the empire style we've seen in the past with flooding of cars and people getting robbed cause they wore a color.

What your calling for Percival would be such a drastic change and I fear it would return to a wild west wasteland of people killing, robbing, etc anyone. And the staff have obviously by script and rule changes moved us away from that.

  11. I do want to say that Revelt when you were in FSO you always gave the best of RP that you could to every situation so you are right in saying that. When I say what I say it is broad strokes over the whole of the criminal community and not aimed at any single individual or group.

I also want to say I understand what you are saying Bobby. I just think there is a fundamental misunderstanding as to how criminal rp is supposed to work (from pretty much everyone) and its either a willful misunderstanding or just misinformed.

The video that you share - yes that would fly in Mexico. That would never ever ever EVER fly in the United States. We may have seedy areas and places the cops know not to go (or are bribed to leave alone) ((there should be more availability for that sort of bribery and corruption rp imo - IRL criminals who which cops are a little more weak for the cash versus the cops that would just knock em out and drag em in for trying)) If any group or cartel tried to pull that on American soil they would all be dead or imprisoned very quick. We understand that Los Santos is not Los Angeles but it certainly is intended to be an American city. A group trying to operate like that in America would not last very long. That is why our largest gangs here either are street gangs or operate off the radar or primarily in prison systems.

Again I use FSO & Triads as examples because its my experience it is not to paint them as some sort of moral champion or anything. I don't use factions that I have not been a part of because its simple - I don't know them. We had plenty of issues with cops at the beginning and then we adjusted. We worked on a system that we found worked IRL for the Yakuza which included a lot of community work and playing towards an attitude of 'see all the good that we do now turn a blind eye to the bad, better we handle the bad then you risk your cop lives' this was intentional rp that slowed down our PD interactions GREATLY. The only intentional RP that I saw other groups do like this was for example Rooks going under the radar, LFM towards the end dropping colors and going under the radar. Going under the radar isn't a permanent solution but it gives you the time to think up how you can rply get to where you want to be. FSO couldn't just put up a huge sign outside the noodle house and be like 'We are a chinese syndicate and the cops let us be because we are rply stronger than them and we take care of the criminals for them' Our goal was to be left alone by cops so we strategized how to get there and rply worked our way towards that goal. Did I still get pulled over by Steel a lot? Yes, till I stopped letting him catch me lacking. We had a meeting EVERY single week at the same time where we had most of our members packing. And our meeting got raided once maybe two times. A criminal organization is never going to reach 0 conflict with PD but it can be greatly mitigated through RP action.

Anyway's that was long winded and as I get to the end of it I see that my main point is this: PD are an IC problem that have IC methods to address that are successful when used.

What PD is not: the reason criminal rp is in such a tumultuous state.

What is? The crackdown and over management of the types of RP that criminals can engage in. Why is there such a crackdown though? because historically and up until present criminals cannot be trusted to manage themselves to play in a way that is fair to other players (other criminals included).

Until gangs can operate without this OOC toxicity, this ridiculous NEED to win and push any rival out of the city, and this mindset that you have to be the biggest, the baddest, the top gang in the city it wont change. (again that is not pointed at any one gang but at us all)

    • Why is there such a toxic report mentality every time there is a war? Don't pretend its righteous anger - its because reporting the other side and them getting punished feeds into the ridiculous need to win. There is this ridiculous pride I see some people tout when they go "haha look I got so and so banned"
    • Why is there always a huge war after someone gets official? we always say that its "rp led us here" - no, its because another gang on top threatens our ability to be the biggest, baddest, top gang and that threatens our ability to win. Doesn't matter if we've been allies for the past X amount of time, or that they helped us in the last war - now they are a threat! So the only answer is that they have to be pushed out of the city so that we can loudly say 'SEE! X gang won and X gang LOST"

Sometimes we just need to take a look in a mirror and remind ourselves 'its a freaking game' and move on. If this is how you enjoy playing games with toxicity like this let me recommend RUST. This is supposed to be roleplay - storytelling that is accessible for everyone. How is it in the best interest of the server to lose a whole gang work of criminal rpers because we felt some need to push them out? We are all on the same boat here trying to help create a server that is fun for us all but our actions actively damage the diversity of role players, the quality of immersion and stories that can be told, and our leeway to work with staff to improve things. We are simple too focused on winning. Well I have bad news - in roleplay games there are no winners. The story takes first seat to us all.

No one wants to confront that tho - its easier to go on and on about PD v Crim.

    Actual Suggestions:

    • (y'all gon hate this one) I personally think that an answer to this is smaller gangs but more gangs. Most servers cap criminal activities at less than 10 people involved. Imagine if we did 20. Imagine how many different groups there would be. Imagine dynamic RP that would flow from all those groups and relations and such.
    • Limit the amount of large cartels/syndicates. Street gangs needed. The official gangs already work under a 'cartel' no city needs 5+ cartels/syndicates. Its also very weird to reconcile ICly. For example why is FSO working for a Hispanic cartel but has ties to a huge Chinese syndicate. Would they not just use those closer connections? I think that either all criminal organizations should have to be rply "smaller" than LFB OR  allow groups to RP "cartel connections" with a group of their choosing. [ex. Irish w/ the IRA, FSO w/ the Triads, LFM/Aztecas w/ Mexican Cartel] to make more RP sense. Any city with 5 cartels is going to have national guard levels of policing that's just ridiculous.
