  1. I think there are some situations where this is acceptable. For instance, RPing as a DJ. Or when you want to RP a speaker with specific songs/music types which aren't available for the scripted speakers.

I agree, however, people standing at bank or driving through the streets in there cars shouting music through VOIP is NRP.
You should be able to report these players, and have this behavior stopped if it is interfering with others RP.

Adding a rule clarification to the NRP section could be a good option:

"Using VOIP to stream music outside of realistic, sensible RP which does not interfere with other players ability to RP is considered NRP."

Government factions are supervised and managed by our Legal Faction Management Team OOCly and ICly by our Commissioners who are Head Administrators. While I would like to see City Hall become more involved with everyday roleplay, I do not believe for a second that we should have a player in the server with oversight over our legal factions. Any position like this would be in name alone and have no actual power. There is more to managing legal factions than you think and fundamental server operations is a huge factor which cannot be dealt with by a normal player. This is a -1 from me.

    I partially agree to this.

Mainly because, there are players out there who are willing to put in significant time and effort into this job, and become more involved in everyday roleplay. They could be out there RPing and making things happen, and have an Admin who supports them with script/faction management. This is already happening to some extent at the casino, which is mostly run be a player, and she is supported by a admin faction leader to help with faction management and scripting.

Within the government, a lot of the business work is being done by a player as well. And she is supported by the faction leader.

I think a voted/elected/or even appointed player official could help bring the gov faction out to the public, and push gov/civ/pd interactions, and also lessen the burden on the faction leader. The faction leader can focus on script/faction management, and the player official can put in the hours/work/effort needed, undistracted by admin/faction duties.

You could even have a mayor/city commissioner team. Many city have 4-5 commissioners, and within those elected officials, one serves as mayor, others serve as vice-mayor etc. This way, the faction leader can still maintain control, but allow a player official to help with engagement in everyday roleplay.

  3. Although I agree with most of what is being said here, and I also agree the OP was venting about a poor player experience of being new to the city and not taking appropriate precautions to avoid robberies. Something that he will likely learn to do with IC knowledge and experience.

I do have a few suggestions that I think would improve PD RP. As I do NOT think PD RP is excellent, it is good, and certainly there are some amazing PD RPrs, there are some trends I see what tend to negatively effect my RP experience as a civilian:

    1) Stop having 3, 4, or 10 cruisers flying through the city all chasing one comet retro or other fast sports cars....or anyone for that matter.
    - This is so unrealistic and put civilians in danger. You do not see cop chases like this often IRL. Sometimes you see many cruisers chasing 1 car up a highway, but you will never see 6-7 cruisers flying through city streets after a single car.
    - There is a limited number of PD, and as such when every one of them chases 1 car, other criminals are free to have a party and go looting civilians. I have literally watched civilians see a chase, and say out loud "cool they'll be busy a while, let go robbing".

    2) Stop being complete jerks to civilians.
    - I get you are RPing, but why does it seem the majority of cops all RP being rude cops? Not all cops act this way to civilians.
    - It is frustrating being a civilian, and calling PD, to then be threatened to be arrested because you are upset about being robbed.
    - Attempt to collect evidence, or try to get the stolen property back. (or at least pretend to!) IRL, if I make a report of being robbed or carjacked, their is zero chance the officer is gonna just say "yo you got evidence? no? then I'm out aint shit I can do." PD should be just as eager (at least RPly) to catch these guys as the civilian. At least get a description, take a report, and call it in. Who knows? you might even catch them.
    - Again, there are some really cool, amazing PD RPrs out there, but I think a bit of culture change could go a long way in making all of them amazing.

    3) Talk to civilians, stop slowly rolling by to search me in your MDC and drive off.
    - This doesn't happen IRL. PD in big cities (I lived in NYC 5 years) are actually very personable to civilians in the streets. It is common to see an officer or two at an intersection just talking to civilians. They do it to build rapport, and to gain information.
    - Not everyone on the server is a criminal. Just because I stop at a store with a friend doesn't mean we are going to rob it. Stop and RP having a coffee and talk to them. Maybe they can tell you about the robbers who just left there if you asked?

That's it for now. I am sure I can come up with more, but those are the ones I see a lot which bother me. I do agree with the OP, that calling PD rarely results in getting my car back, or getting the robbers arrested. Unfortunately, I call 911, but then immediately call my gang friends, who are much better at retrieving stolen property and catching up to criminal. They also just seem to care more about protecting civilians who have friendly ties with them. It really shouldn't be this way, but it is.

  4. The question/answer channel is largely a community driven channel.
Many current staff started by answering questions as community members.

Support staff do monitor the channel and answer quite often, usually when a question can't be answered by community members.
We often do not answer, as to give community members a chance to shine, which often leads to being selected as staff.

Anytime I am monitoring the channel, questions are being answered almost immediately, usually by 2-3 people.
Although theres nothing wrong with your idea, I just don't think it is needed,  and I like the fact that it is largely a community driven channel.

  8. It's not much of a punishment to just run Rage in the background while you can play other games, go for a walk, eat a meal, etc. etc.

I do agree the compounding time resulting in hours in prison is a bit much. But, the point of jail is a punishment for getting caught doing crime.
If you can just tab out and completely ignore Rage for that time, it's not a punishment.

  9. - A lot of people create characters early on, and end up not liking them, or wanting them to be civilians, but make mistakes early on to get a record.
    - Others create male/female characters then later decide they wish to switch sexes but can't.
    - Others just abandon 1 character in favor of their second. Then have no option to create a fresh character without buying a new character slot.

I am sure there are plenty of other reasons to delete a character, that do not involve CK to void out a criminal record.
That being said, assets on these charcters should be lost, in my opinion, transferring those assets is just a way to completely CK with no down side.

What I would recommend, is 1 time deletion for all accounts (similar to the 1-time free plastic surgery).
You get one free character deletion per account, usable anytime. After that, you must pay to create a new character.

To prevent transferring all assets, then deleting, it should be part of the Transfer Request Approval, that transferring assets prevents deleting that character for XX time. (say 3 months)
