If you don't want to be financially punished, don't drive like a fool.  The tutorial surrounding getting a driver's license is excruciatingly thorough.  It's 100% your fault if you ignore the law.

All of that stuff can be done in character.  Doing your own timekeeping and so forth only increases your engagement to the event.

And of course if all that stuff is in character, that opens up the potential for criminal elements to bribe the officials, or other sorts of in character behaviours that you just wouldn't get if it was all automated.
