Faction Kamachos lose Turbo when you have a passenger

Issue/bug you are reporting: Most Faction vehicles lose their turbo after you get out of the driver seat when you have a passenger in the vehicle. Most noticable with the regular faction kamacho and the police kamacho.

Expected behavior: The vehicles should keep their turbo.  

Evidence, notes worth mentioning, steps to replicate: 

1. Letting the passeneger in the vehicle first. Video found here.
   1. Spawn the Kamacho / Policekamacho
   2. Allow to the passenger to get into the passenger seat.
   3. You get into the driver seat, try to drive around.

2. Getting out of the driver seat while you have a passenger. Video found here.
   1. Spawn the Kamacho / Policekamacho
   2. Get into the driver seat before the passenger.
   3. Allow the passenger to get in.
   4. From there, try driving around. The Kamacho would still be upgraded.
   5. Get out of the driver seat before the passenger gets out. 
   6. Get back in the driver seat and drive around. The kamacho will be slow once again.

Notes: It does not matter which kamacho you do either of these steps with, in regards to the liveries. I tested the PD livery and the unmarked livery with Awazki.

I would also like to say that this is not something only with the new Police Kamachos. It's been an issue before the new kamachos were released.

@Virus5310 hello, thank you for your bug report. As I understand it can happen to any faction vehicle. What about civilian vehicles, can you reproduce it with them?

Hey! Thank you for the reply! I'm not able to reproduce the issue with any non-faction vehicle. It only seems to be an  issue with the faction vehicles.
