I cant exit or enter cars

For some reason i cant enter or leave cars. I have tried to press 'f' but it doesn't let me. Is there a condition that has to be met like the engine off?

Have you tried restarting the game fully? If so, did it help?

In some instances it happens when a player cannot enter the vehicle and/or enters the vehicle and gets kicked out of it. Restarting the game once or twice works, however it needs a full game restart, not just /logout.
