Getting heavy guns off shore

I would like to know is why cant people who are not in gangs get like aks uzis or shotguns u have to buy them for a gang like my first time buying a laptop I wanted to try and see what it's like buying heavy guns but as soon as I used it I had to get someone to smuggle it in which made no sense to me why cant people access the laptop and only official gangs can? I thought this might be a good discussion and what people may think and mabe it could change.

I mean, i doubt that a criminal organization that is bringing illegal weapons, would just start making deals with some randoms. It creates RP between criminal organizations, random criminals and LEOs.
